REQUEST FOR QUALIFICATIONS/PROPOSALS
The Gallia County Board of Commissioners requests qualification statements and proposals from qualified professional planning, community development, and/or other qualified consulting firms or community action agencies to perform necessary functions for its PY2025 CDBG Community Development Program (including the Community Development Allocation Program, Residential Public Infrastructure Program, Flexible Grant Program, Neighborhood Revitalization Program and Critical Infrastructure Program) and any/new programs announced by ODOD under CDBG, HOME, and OHTF programs, as well as grants and loans from FAA, ODOT Office of Aviation, USDA, ARC, OPWC & OWDA. The scope of work includes the development of grant and loan applications, environmental review record, A & E, payroll report review, section 3 data collection, planning and related services for these programs including a fair housing component and coordination and/or data entry on ODOD OCEAN system and technical assistance for grant activities and related CDBG/RLF planning work such as CDIS.
All proposals must be responsive to the Scope of Services section of this RFP and must meet the content of RFQ/RFP criteria. Offerors are invited to submit one original copy of their response to the Gallia County Board of County Commissioners, 18 Locust Street, Room 1292, Gallipolis, Ohio 45631 no later than 4:00 p.m., Friday, May 30, 2025. Public Notice
Gallia County, as a participating non-entitlement community, receives HUD-funded CPD programs by grant agreements with the Ohio Department of Development and ODOD has delegated environmental compliance responsibility to grantees under 24 CFR Part 58. In order to comply with the historic preservation portion of the environmental compliance responsibility the County enters into a Programmatic Agreement with the Ohio History Connection, State Historic Preservation Office.
The public is encouraged have input and/or comment on the County’s Programmatic Agreement with the Ohio State Historic Preservation Office as a part of the County’s environmental compliance responsibility. The County will accept input/comment in this regard through Tuesday, April 1, 2025 (7-day comment period from public notice publication on Tuesday, March 25, 2025).

NOTICE OF PUBLIC HEARING #1
Gallia County intends to apply to the Ohio Department of Development for funding under the Community Development Block Grant (CDBG) Small Cities Program, a federally-funded program administered by the state. The county is eligible for approximately $162,000 of PY 2025 CDBG Community Development Program funding and other Competitive Program funding as follows providing the county meets applicable program requirements: PY 2025 CDBG Critical Infrastructure Program grant ceiling $500,000; PY 2025 CDBG Flexible Grant Program grant ceiling $250,000 depending on project need; PY 2025 Neighborhood Revitalization Program grant ceiling $750,000; PY 2025 CDBG Economic Development Program grant & loan ceiling $500,000; PY 2025 Residential Public Infrastructure Program grant ceiling $750,000; PY 2025 Community Housing Impact and Preservation (CHIP) program grant ceiling depends on project need.
The first of two public hearings will be held Tuesday, March 25, 2025, at 7:00 PM in the Gallia County Courthouse Commissioners Office, to provide citizens and local officials with pertinent information about the CDBG programs including an explanation of all eligible activities and program requirements. The CDBG program can fund a broad range of activities, including: economic development projects, street, water supply, drainage and sanitary sewer improvements, park acquisition and improvements, demolition of unsafe structures, rehabilitation of housing, and neighborhood facilities. The activities must be designed to primarily benefit low-and moderate-income persons, aid in the prevention or elimination of slums and blight, or meet an urgent need of the community.
Immediately after the first public hearing at 7:30 PM in the Gallia County Courthouse Commissioners Office, the Gallia County Commissioners & CDBG Grants Coordinator will host the required Community Development Implementation Strategy (CDIS) meeting. CDIS stakeholders as follows are invited to attend: All 15 Townships, all 6 villages, GC Engineer, GC ED Director, GC Community Improvement Representative, Gallia Rural Water Association Representative, GC Senior Center Representative and Gallia-Meigs Community Action Agency Representative. The purpose of the CDIS meeting is to provide a format to disseminate information about Economic and Appalachian Development Section Programs, all CDBG Programs, and assist with identifying and prioritizing potential funding opportunities.
Citizens are encouraged to attend the meetings on March 25, 2025, to provide their input on the county's CDBG program. RESOLUTION
IN THE MATTER OF SELLING PERSONAL PROPERTY, WHICH IS NOT NEEDED FOR PUBLIC USE, OR IS OBSOLETE OR UNFIT FOR THE USE FOR WHICH IT WAS ACQUIRED BY INTERNET AUCTION
It was moved by Mr. Foster, seconded by Mr. Montgomery to approve the following:
WHEREAS, GALLIA County Board of Commissioners has determined that each year the county has surplus property, including motor vehicles acquired for the use of county officers and departments, and road machinery, equipment, tools, or supplies, which is not needed for public use, or is obsolete or unfit for the use for which it was acquired; and
WHEREAS, Ohio Revised Code Section 307.12 (E) allows by resolution adopted each calendar year the sale of such property by internet auction;
NOW THEREFORE BE IT RESOLVED, that the Board of Commissioners of GALLIA County, State of Ohio, declares its intent to sell such property by internet auction and adopt the following;

General Guidelines
GALLIA County hereby creates the following rules pursuant to Ohio Revised Code 307.12 (E):
- The GALLIA County Board of Commissioners has determined that surplus personal property including motor vehicles acquired for the use of County Officers and departments, and road machinery, equipment, tools, or supplies, which is not needed for the public use, or is obsolete or unfit for the use it was acquired is appropriate to be sold by Internet auction.
- The auctions shall be conducted on a continuous basis through accessing the GALLIA County surplus property through the GALLIA County website located at www.gallianet.net.
- The surplus property will be posted for a period of no less than 15 days, including Saturdays, Sundays, and legal holidays, but such time may be extended at the discretion of the Board or its representative in order to maximize the financial return to the County.
- The Board or its representative on an item-by-item basis may determine minimum price or reserve price and the terms or conditions of sale, including but not limited to requirements for pickup and/or delivery, method of payment, and payment of sales tax in accordance with applicable laws for that item. Such information shall be available on the website.
- The highest bid for the surplus property will prevail. However GALLIA County reserves the right for its representative to withdraw the offer or cancel bids in an auction if one or more of the following circumstances apply:
a. It is determined that an auction shall be canceled or terminated early,
b. A bidder requests permission to back out of a bid,
c. The identity of the bidder cannot be verified, or
d. It is determined that a bidder is purchasing the surplus for a use contrary to the health and welfare of GALLIA County or its citizens.
e. The Board of Commissioners has contracted with GovDeals, Inc. to provide the software necessary for completing the Internet auction.

IN THE MATTER OF DECLARING PERSONAL PROPERTY OBSOLETE, UNFIT, OR NOT NEEDED FOR PUBLIC USE AND AUTHORIZING THE PUBLIC AUCTION, PRIVATE SALE, INTERNET AUCTION, OR DISPOSAL OF CERTAIN PERSONAL PROPERTY
It was moved by Mr. Foster, seconded by Mr. Montgomery to approve the following:
WHEREAS, GALLIA County throughout the year will have miscellaneous minor office furniture, chairs, filing cabinets, shelving, miscellaneous minor office equipment, computers, monitors, printers, fax machines, copiers, typewriters, miscellaneous building hardware and materials, and minor tools and equipmentwhich are not needed for public use, or are obsolete or unfit for the use for which they were acquired.
NOW THEREFORE BE IT RESOLVED, that the board of Commissioners of GALLIA County, State of Ohio, declare that when the above type of personal property becomes obsolete, unfit, or not needed for public use and when the estimated fair market value of each item is less than $50.00, authorize the public auction, private sale, internet auction, or the disposal or salvage of property that has no value, as set by the Ohio Revised Code Section 307.12.
